    From September 8 to 19, 2025, the 28th Universal Postal Congress—the supreme decision-making body of the Universal Postal Union (UPU), which meets every four years—will take place in Dubai, United Arab Emirates. Representatives from the 192 member countries will attend, with the goal of defining the organization’s future strategy and establishing rules for international postal exchanges.

    The 28th Universal Postal Congress, the supreme decision-making body of the Universal Postal Union (UPU)—a United Nations agency that coordinates and regulates the global postal system—is currently taking place in Dubai (United Arab Emirates).
    Among the participants is Vatican City State, represented by an official delegation led by Antonino Intersimone, Director of the Directorate of Telecommunications and IT Services, accompanied by Fr. Felice Bruno (FDP), Head of the Vatican Post and Philately Service, and Vincenzo Marrese.

    The 28th Universal Postal Union (UPU) Congress concluded on September 19 with the Vatican Delegation in attendance. The delegation was led by Antonino Intersimone, Director of the Directorate of Telecommunications and Information Services, accompanied by Fr. Felice Bruno F.D.P., head of the Vatican Postal and Philatelic Service, and Vincenzo Marrese.
