Diplomatic relations
The representation of the State and its relations with other States is reserved to the Supreme Pontiff, who exercises it by means of the Secretariat of State.
Both the Holy See as Sovereign Body of the Catholic Church, and Vatican City State, have always widely obtained full recognition of their distinct international personalities. They are members of international organizations and participate in international conferences and join conventions.
1.“The representation of Vatican City State in relations with states and other subjects of International law, in diplomatic relations, and for the conclusion of treaties are reserved for the Roman Pontiff, who exercises them through the Secretariat of State.
2.In all other cases, the representation is exercised by the President of the Governorate.
3.The Governorate participates in the international institutions of which the Holy See is a member, in the name and on behalf of the State.
4.Considering the State’s condition as an enclave, the Governorate maintains relations and signs all documents necessary to ensure supplies, connections, facilities, and public services for Vatican City State.
