Bodies of the State
The form of government is an absolute monarchy. The Sovereign of the State is the Supreme Pontiff who has full legislative, executive and legislative power.
The legislative function, except in cases that the Supreme Pontiff intends to reserve for himself, is exercised by the Pontifical Commission of Vatican City State, which is made up of Cardinals, including the President, and by other members appointed by the Supreme Pontiff for a five-year term.
The executive function is exercised by the President of the Pontifical Commission, who is the President of the Governorate, and is assisted by the General Secretary and by the Vice General Secretary.
The judicial function is exercised, in the name of the Supreme Pontiff, by the bodies constituted according to the judicial system and by the other bodies to which the law confers competence for specific matters.
