Memorandum of Understanding between the Governorate of Vatican City State and Consip S.p.A.

Cooperation for the improvement of procurement lifecycles

A Memorandum of Understanding for cooperation on the procurement cycle procedures has been signed between the Governorate of Vatican City and Consip S.p.A.

The agreement was signed on Wednesday morning, March 18, in the Office of the Presidency at the Governorate by Sr. Raffaella Petrini, President of the Governorate, and Marco Reggiani, CEO and General Manager of Consip.

The agreement governs collaboration between the Governorate and Consip S.p.A. in carrying out, with due respect for their respective autonomy and within the scope of their institutional competences, activities of discussion, analysis, and in-depth study relating to the processes and organization of the entire lifecycle of procurement contracts, from the planning phase to contract execution.

The aim of the collaboration is to promote the sharing of best practices and to identify efficiency measures and innovative solutions applicable to the entire procurement process: needs assessment and analysis, planning of procurement procedures, benchmarking of supply markets, technical and regulatory analysis of the purchasing phase, contract execution, and supply monitoring.

On one hand, the Governorate of Vatican City operates as a state institution serving the universal mission of the Catholic Church.

On the other, Consip—Italy’s central purchasing body—supports the upgrading, efficiency, and innovation of Italian public spending through the largest digital procurement platform.

Through a joint process of analysis, exchange, and dialogue, the three-year Memorandum will enable the pooling of expertise and experience developed by the Governorate and Consip, fostering mutual growth and strengthening procurement governance models.
